I figured it out. It was actually an issue with a plugin causing it

I can't get events to work on the floor tiles. It works with stair tiles, as well as the wall borders, etc. But not the floors. I'm using MZ 1.7.0. I just want to make a transfer event. I've tried making it touch, action button, same as characters, above characters, below characters, with an image, and without. I'm not sure why it doesn't work. But as soon as I change it from a floor to stair or something else, it's perfectly fine. What might be the cause?
